Tentative Schedule

We have updated the tentative schedule of events for the Conference weekend. This tentative agenda below is provided only for advanced planning purposes. The full schedule of events, breakout sessions, presentations and other formal announcements will be available in an interactive app for attendees. Watch out for those announcements in April.

Keynote Speaker

2025 CCEA Plus Keynote Speaker: Ms. Jacie Ragland

Ms. Ragland served as an Education Administrator l for the California Department of Education (CDE) overseeing alternative education programs, schools, and multi-tiered support systems administered in the Educational Options Office for the past five years. Ms. Ragland retired from the CDE on March 31, 2025, with honorable service of 38 years, and with 43 years collectively in state civil service.

In her role as an Education Administrator l, Ms. Ragland oversaw statewide administration of Continuation Education Programs and Schools, Opportunity Education Programs, Independent Study, the State School Attendance Review Board, Child Welfare and Attendance, Alternative Education Schools and Programs of Choice, Community Day Schools, Magnet Programs and Schools, Juvenile Court Schools, County Community Schools, Diploma Plus High Schools, Home and Hospital Instruction, Countywide Plans for Expelled Students, and the Disproportionate Discipline School Tipline. Collectively, these schools, programs, and multi-tiered support systems educate approximately three million of California’s approximately six million students in public education.

In her former role as an Education Programs Consultant for 25 years, Ms. Ragland held an appointment as the Assistant Superintendent Designee for the Coordinated Student Support Division Director to serve as the CDE’s representative on the California Child Welfare Council Commercially Sexually Exploited Children Action Team Taskforce. She also held an appointment as the California State Superintendent of Public Instruction Designee to administer the Interstate Compact on Educational Opportunity for Military Children (Compact) and chaired the Compact State Council. On a national level, Ms. Ragland served as the California Commissioner to the National Military Interstate Children’s Compact Commission. Ms. Ragland provided statewide policy development to influence dropout prevention legislation and initiatives to remove educational barriers for students most at-risk of not completing their high school education.

In Ms. Ragland’s 38-year tenure with the CDE, she has garnered a diverse background of experience and knowledge working collaboratively with local educational agencies, county offices of education, and community-based organization to support the needs of educational partners, parents, families, and students.
Continuing in her passion for education, Ms. Ragland is currently an Adjunct Professor with the Los Rios Community College District where she has taught business, entrepreneurship, and marketing courses at the Sacramento City College for over fifteen years.

Ms. Ragland is a community advocate serving on the board of directors for the Neighborhood Wellness Foundation whose programs and services address social, economic, academic, and health inequities to reduce barriers of adversity.

Ms. Ragland earned a Bachelor of Science Degree in Business, and a Master of Business Administration Degree, Cum Laude, in Business from the Golden Gate University, San Francisco, CA.
